In his role, Joe will provide comprehensive program leadership, overseeing operations, driving business development in water resource markets, and ensuring revenue growth and profitability.

Joe’s expertise in construction management and design for water projects is unparalleled, having started his career in the Navy overseeing significant budgets and teams. Joe’s various leadership roles within the Navy Civil Engineer Corps and as Public Works Director of Naval Base Ventura County showcase his dedication to excellence. Following his military service, Joe continued his impactful work as the Director of Water and Sanitation for Ventura County, managing essential water, wastewater, and solid waste services crucial to the community.
